About the Role
We are seeking an experienced and strategic HRGA Manager to lead Human Resources and General Affairs functions, ensuring people strategies, operational excellence, regulatory compliance, and organizational effectiveness. This role partners closely with local and regional leadership to drive talent development, compensation and rewards, performance management, employee relations, HR systems, organizational development, payroll, and general affairs while supporting regional and global HR initiatives.
The ideal candidate is a proactive HR leader with strong business acumen, excellent stakeholder management skills, and in-depth knowledge of Indonesian labor regulations.
Key Responsibilities
Talent Development
Conduct one-on-one talent discussions following promotion panel outcomes.
Support talent identification, succession planning, and leadership development initiatives.
Collaborate with business leaders to develop and retain high-potential employees.
Compensation & Rewards
Lead annual and off-cycle compensation review processes.
Develop salary and benefits budgeting, forecasting, and simulations.
Review and enhance compensation and benefits policies to remain competitive in the market.
Manage salary surveys and benchmark compensation against industry standards.
Coach managers on compensation processes and system utilization.
HR Systems
Serve as the Subject Matter Expert (SME) for HR systems.
Administer HR platforms including Performance Management, Compensation, Absence Management, and employee self-service systems.
Coordinate HRIS updates with regional teams to ensure data accuracy.
Coordinate HR system enhancement requests and support digital HR initiatives.
Organization Development
Drive employee engagement initiatives and organizational culture programs.
Partner with business leaders to evaluate organizational structures and workforce effectiveness.
Support organization design, job evaluation, and role clarification initiatives.
Coordinate Leadership Development Review (LDR) submissions with regional HR.
Performance Management
Lead the end-to-end performance management cycle, including goal setting, evaluations, calibration, and annual reviews.
Coach managers on performance management processes and system usage.
Monitor Performance Improvement Plans (PIP) and employee performance progress.
Develop and update performance management SOPs and guidelines.
Conduct competency mapping and partner with Functional Heads for employee assessments.
Track completion and compliance of performance management activities.
Employee Relations & General Affairs
Ensure compliance with Indonesian Labor Law and maintain Company Regulations.
Manage employee disciplinary processes, grievance handling, and employee relations matters.
Lead separation processes including resignations, involuntary terminations, mutual separations, and legal documentation.
Maintain relationships with government agencies and external stakeholders.
Manage outsourcing vendors and General Affairs operations.
Oversee office administration, company drivers, and workplace facilities.
Organize employee engagement activities, Town Hall meetings, and wellness programs.
Support workplace safety initiatives as an active Safety Committee member.
Conduct exit interviews and recommend employee retention improvements.
HR Services
Oversee monthly payroll administration and payroll vendor performance.
Coordinate employee insurance, benefits, and welfare programs.
Manage vendor contracts related to HR and General Affairs services.
Support internal and external audits, including ISO, BPOM, tax, and customer audits.
Prepare organizational announcements and communication materials.
Quality & HSE
Perform responsibilities as an Internal Auditor for Quality and Health, Safety & Environment (HSE) standards.
Support continuous improvement and compliance initiatives.
Regional & Global Projects
Support Regional and Global HR initiatives, including ESG, Diversity, Equity & Inclusion (DEI), Health & Safety, and organizational transformation projects.
Provide required documentation, reporting, and project coordination.
Qualifications
Bachelor's degree in Human Resources, Psychology, Business Administration, Law, or related field. Master's degree is an advantage.
Minimum 8–10 years of progressive HR experience, including at least 3–5 years in a managerial role.
Strong experience across Compensation & Benefits, Performance Management, Organization Development, Employee Relations, Payroll, HRIS, and General Affairs.
Sound knowledge of Indonesian Labor Law and HR compliance.
Experience working with HR systems (HRIS, Performance Management, Payroll, and Compensation platforms).
Proven experience managing compensation reviews, salary benchmarking, and budgeting.
Strong analytical, leadership, project management, and problem-solving skills.
Excellent communication and stakeholder management abilities across all organizational levels.
Advanced Microsoft Excel and HR analytics skills are preferred.
Experience supporting regional or multinational organizations is highly desirable.
Fluent in both Bahasa Indonesia and English.
